Unable to Award Pell Due to Validation Edits 9104 (Reduced Below Minimum) or 9129 (Aggregate Limits Reached) (Doc ID 2412596.1)

Symptoms

For some or all students, but usually just certain groups, attempting to award Pell results in the item type failing validation.

When using auto or mass packaging, the edit may be 9104:

 In one case, the student group was those who been awarded 100% in Pell1 at a different institution during the fall and spring, and thus the home institution was attempting to award Pell2 in the (trailing) summer term.

Pell may be calculated correctly for some or most other students. For instance, in another example case the problem was observed specifically when using one particular packaging plan that was targeting students only enrolled for part of the aid year, but other packaging plans used to award for the full year or a different term(s) had been working as expected.

The issue can be reproduced with the following steps:

  1. Navigate to Financial Aid > Awards > Award Processing > Assign Awards to a Student > Student Aid Package.
  2. Complete data entry. 
  3. Click 'Validate' button and note Pell is reduced to 0. 
  4. Click 'Messages' link on the right of the Pell item type row to verify the edit 9129 as the reason for the item type cancellation.
