Unable to Award Pell Due to Validation Edits 9104 or 9129 (Doc ID 2412596.1)

On : CS 9 or 9.2, with all Year Round Pell related fixes

For some or all students, but usually just certain groups, attempting to award Pell results in the item type failing validation. When using auto or mass packaging, the edit may be 9104 - 'After initial assignment (either manually by the user or the packaging process) the award value has been reduced below the minimum required award limit and the award cannot be made'; and when manually awarding, or in some cases with auto/mass packaging, the edit is 9129 - 'The student has reached the aggregate limits for this Federal program. As a result, the student cannot be awarded this item type'. In one case, the student group was those who been awarded 100% in Pell1 at a different institution during the fall and spring, and thus the home institution was attempting to award Pell2 in the (trailing) summer term.

The item type should pass validation, as the students are eligible

The issue can be reproduced at will with the following steps:
1. Award or Package Pell

Pell may be calculated correctly for some or most other students
