E-PIA: Receive Error, "Could Not Open Registry" When Signing In To PeopleSoft (Doc ID 2415723.1)

On : 8.55 version, PIA Core Technology

When attempting to login into PIA,
the following error occurs.

could not open registry

The issue can be reproduced at will with the following steps:
1. enter URL http://<domain URL>:port/psp/<node>/signin.html
2. see search page with error

The issue has the following business impact:
Due to this issue, users cannot login to PIA using particular database.
