Symptoms
When attempting to login into the PeopleSoft application (PIA) via a browser, the following error is seen.

Could not open registry
The issue can be reproduced using the following steps:

1. Open a browser window, and enter PIA login URL below, but replace the placeholder entries with the correct values):
http://<web_server_host>:<port>/psp/<Site_name>/signon.html
2. Observe the error shown above.
