ETL9.2: Process Instance on Time Reporter Data Defaults to Zero

Symptoms
Employee gets following error when reporting time, Invalid parameter 3 for function CallAppEngine. (2,116) FUNCLIB_TL_WEEK.APPLY_RULES.FieldFormula
STEPS
-----------------------
1. Navigate to Time and Labor > Enroll Time Reporters > Maintain Time Reporter Data, Delete the TR details.
2. Without moving out of component(i.e without clicking return to search), Re-enter TR details, Click Save.
3. Process_Instance in TL_EMPL_DATA will be zero.
As process instance is Zero, employee received the below error while reporting Time.
