EGL9.2 Allocation Option "CALC. NO ROWS AS ZERO" On Basis Not Working As Excepted (Doc ID 2422828.1)

Symptoms

Use allocation with arithmetic operation subtract option. The Pool is from Ledger_BUDG and Basis from Ledger_KK. The Basis is defined as "Calc. no rows as zero". When the allocation process is run, the Pool gets calculated on Budget year, Chartfield1 , Deptid, Program code and Implementer. In Basis these fields were specified as well but it does not return any row for one specific Chartfield1 even though Poll has data inside.

Steps to replicate:

The issue can be reproduced at will with the following steps:
1. Setup the Allocation (Type= arithmetic operation , Pool & Basis Zero basis = ‘Calc No Rows as Zero’)
2. Post new journals in order to run Allocation process
3. Run the Allocation process
4. Observe that When Zero basis option selected as ‘Calc No Rows as Zero’, Allocation process should create target rows if pool data exists for a combination but basis data doesn’t.
