E-COB: Compiling Cobol Programs Fails and it's Trying to Use PS_CUST_HOME Even When No Customized Cobols Exists (Doc ID 2427777.1)

Symptoms

Compiling fails after moving Cobols from 8.51 to 8.56. The compile process is mixing up between PS_HOME and PS_CUST_HOME.  Why it is trying to use PS_CUST_HOME as well wehn no customzied cobols actually exists?

DB 12.2.0.1 on Oracle Linux 7,
Cobol NetExpress 5.1 Wrap Pack 14
