EAR9.2: Does Each PUM Image Contain The Latest Version Of Every File Associated With The Application?

Question: Does each PUM image contain the latest version of EVERY file associated with the application regardless if its updated or not?
If Financials/SCM has 1000 cobols, are the latest version of all 1000 included on each image?
If customer is looking on Image 27, will he find EVERY cobol for FIN/SCM required for that application?
As an exemplification, there is a folder called /u01/psft/pt/fscm_app_home/sqr/ which contains SQR's. It appears to be a complete collection of SQR's; could you please confirm that?
Customer is using popo005.sqr as an example for this question.
He also found popo005.sqr in the following locations:
The file located in the fscm_app_home location is 317K, while the files located in the pi_home locations are 326K.
Are these files all the same? Is there a reason to think that the base location, /u01/psft/pt/fscm_app_home/sqr/, would not contain a complete listing of the most up-to-date batch files?
This question is not specific to popo005.sqr. This is a general question on all batch files located in the base app_home vrs the files located in the pi_homes.
