Incorrect Accounting Lines Created With Dynamic Org Processing When Adding New Financial Organization Effective Dated Row (Doc ID 2450969.1)

Symptoms

On Campus Solutions, a new effective dated row of was inserted into the Academic Organization table for an organization. This row was inserted to use a new Financial System department for the organization.  Dynamic Org processing is used for the Generate Accounting Entries process.

When the Generate Accounting Entries process ran at June 2018 month end, all item types with Dynamic Org setup had correcting accounting entries created back since the Campus Solutions environment was implemented.

ACTUAL BEHAVIOR
---------------
Transactions from 2001 for item types using Dynamic Organizations where students had dropped enrollments in the no refund period, and the classes were owned by the organization had accounting entries created to move revenue from the old Financial System org (dept id) to the new Financial system organization dept it.

EXPECTED BEHAVIOR
-----------------------
Accounting entries for dynamic organization item types prior to the effective dated change should not have been created.

The issue can be reproduced at will with the following steps:
1. Navigate to Student Financials, GL Interface, Generate Accounting Entries;
2. Select a run control;
3. Populate the run control and submit the process to the process scheduler.
