Symptoms
Delegation Roles are not getting added to OPRID. After a Delegation Request is submitted, user profile Delegate Roles are not created. This problem is only occurring for Classic Approvals
EXPECTED BEHAVIOR

Delegate Roles are expected to be created and visible at PeopleTools > Security > User Profiles
STEPS TO REPLICATE
-----------------------
1. Self Service > Manage Delegation > Create Delegation Request
2. Select Transactions
3. Submit request
4. Delegate security Roles not added
