Symptoms
ACTUAL BEHAVIOR
---------------
When a Manager promotes an employee the Action Reason for the Pay Rate Change on the Compensation page is a blank dropdown.
EXPECTED BEHAVIOR
-----------------------
Action Reasons should be available to choose from when a Manager submits a promotion transaction.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manager Self Service > Job and Personal Information > Promote Employee - Answer yes to all of the questions and click the Next button
2. Change some of the data on the Work and Job Information page and make sure an Action Reason is listed. Click Next
3. On the Compensation Details, change the rate of pay and click Next. Notice that there is no way to indicate the Action Reason for the Pay Change
