E-PRCS: Run Date Is Filled In With Recurrence Start Date When Running Processes Using A Recurrence (Doc ID 2458702.1)

Problem statement

When a recurrence pattern is selected, the system changes the Run Date to match the Recurrence Start Date.

Steps
--------
In order to reproduce the issue, follow the below steps:

1. Login into PIA.
2. Navigate to PeopleTools > Process Scheduler > System Process Requests and run a process using the recurrence which was created in the past.
3. Run Date will be filled in with the recurrence creation date, instead of current date.
4. If running, it will run processes starting with the start date of the recurrence, not from the current date on.
