HSA Benefits - Employee Contribution Amount Not Calculated Correctly When Edited Mid Year and Using Payroll Interface with eBenefits (Doc ID 2459105.1)

Symptoms

When an employee does a FSC event mid year, they want to change the HSA annual pledge amount.
After entering the revised pledge through eBen and processing the elections through On Demand, the Employee Contribution Amount field on the employee's new HSA election page is blank

REPLICATION STEPS
-----------------------
1. Configure HSA plan and contribution maximums using FSA benefits table
2. Configure PI pay calendars for the year
3. Configure Benefits Admin events
4. Process a mid-year FSC event for the employee
5. Make a pledge change using eBenefits
6. Validate/finalize the pledge using On Demand.
7. Check the outcome in Base Benefits.
8. The Employee Contribution Amount field on the employee's new HSA election
page is blank.
