E-SEC: Full Data Publish of USER_PROFILE Message is Incorrect Creating XML (Doc ID 2460897.1)

PT 8.55.12

ACTUAL BEHAVIOR  
---------------
The Full Data Publish of USER_PROFILE message creates a XML that is correct for the first user, but incorrect for all the other users after that.  The first user will contain all the PSROLEXLATOPR and PSOPRDEFN data.  For all the other users, there is no PSOPRDEFN data present for all the other users

EXPECTED BEHAVIOR
-----------------------
Full sync should send all users from PSOPRDEFN

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure the USER_PROFILE message to publish the message based on documentation provided by OIM on Full reconciliation

2. Enterprise Components -> Integration Definitions -> Full Data Publish

3. Navigate to PeopleTools -> Integration Broker -> Service Operations Monitor -> Asynchronous Message

4. Verify that the XML is not correct for all users

Due to this issue, users are not created in OIM correctly.
