ACTUAL BEHAVIOR
---------------
Blank Emergency Contact IB messages to Campus Solutions

HCM is sending a blank message to Campus when a user reviews emergency contacts. In the Fluid component SCC_EMERG_CNTCT_FL, the user pulls up the details on a contact and clicks save without making any changes. This generates the blank message and hangs up the queue on the Campus side (No data in message).

EXPECTED BEHAVIOR

Customer expects the data to be included in the the IB message.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Fluid Personal Details
2. Click Emergency Contacts
3. Edit an existing contact
4. Add a Phone Number
5. Select phone type and enter phone number
6. Click Done
7. Without saving, edit newly added number
8. Delete newly added number
9. Click Save.
10. Navigate to PeopleTools > Integration Broker > Service Operations Monitor
> Monitoring > Asynchronous Services
11. A new, blank PERS_EMERGNCY_CONTACT_SYNC message is created

BUSINESS IMPACT

Due to this issue, the message is hanging in CS and causing other messages not to process.
