STEPS

The issue can be reproduced at will with the following steps:
Generate query offsets in
PeopleTools-> Utilitiles -> International -> Time Zones
1-Create a rule that uses TEMPLATE250(make sure to compile the rule)
Template 250: Create an exception if a time reporter reports x minutes >
threshold for specified PUNCH_TYPE.*
2-Make sure the base time is CST and local timezone is PST (Employee has to be a punch time reporter and Time Zone for the employee is PST)
3-Report time for the employee multiple IN and OUT per day for at least two consecutive days
4-Run Time Admin
