What would be the best way to configure Notification and Escalation so that the following occurs?

1. Soft Notification be sent to Approver after X amount of time.
2. Notification be sent to a User List APPR2 after XX amount of time.
3. Notification be sent to a User List APPR3 after XXS amount of time.

How can a controlled test be done to verify each step along the way?
