When deleting an unbalanced commitment control journal on Enter Budget Transfer page, an erroneous error message is received after the delete completes
Steps to Replicate:
---------------------
1) Go to Commitment Control -> Budget Journals -> Enter Budget Transfer
2) Create an unbalanced journal (one line)
3) Save the journal
4) Choose to delete the unbalanced journal
5) After deleting you get this message: You cannot post this journal until it
is balanced. This message should not appear.
