EGL9.2: Spreadsheet Journal Import (JRNL1_WS) Does Not Validate Against Row Level Security When Edit Journal(s) Option Is Checked

Symptoms
Issue:
Spreadsheet Journal Import (JRNL1_WS) imports the journal but not validating against row level security when 'Edit Journal(s)' is checked.
While with 'Edit Journal(s)' is not checked, it imports the journal but there are errors noting the invalid Business Unit.
Steps to replicate:
1. Populate required values in JRNL1_WS template
2. In the Lines, use invalid Business Unit as set by Row Level Security
3. Import the journal
