Status Field in the Fluid Add Supplemental Learning does not have values in Dropdown List when Approvals is turned off.

When accessing the Add Supplemental learning (Employee Self Service Homepage > Learning Tile > Add Supplemental Learning) and selecting External Learning the fluid page shows a STATUS field. Selecting the Dropdown does not provide any options. We are not using approvals. Looking at the code it's only looking for approvals being turned on.

EXPECTED BEHAVIOR

status values should be available for external learners to select from when adding Supplemental Learning through Fluid when Approvals is turned off.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Classic Mode - Self Service > Learning > Add Supplemental Learning
2. Click on Status field and note status values are present
3. Fluid Mode - Employee Self Service > Learning > Add Supplemental Learning
4. Click on Status field and note no values are available to choose
