According to PeopleBooks, setting this checkbox "calculates leave hours according to length of service as of January 1 of the current year", but does not explain what happens when the checkbox is not set. Does it use service as of the date the leave accrual process is run to calculate service? Does it use service as of the service date this year? Does it use as of the most recently elapsed service date? Please clarify what the effect of NOT setting this checkbox is.
