GSS Request Reporting Change Transactions All Go to Administrator Action Required Instead of Automatically Updating Database (Doc ID 2501604.1)

Symptoms

When managers approve a GSS Reporting Change transaction, the system does not update the database automatically and returns the following message:
Administrator Action Required


The issue can be reproduced at will with the following steps:
1. Navigation: Manager Self Service > Job and Personal Information > Request Reporting Change
2. Select employee, and change the Reports To Position
3. Submit transaction and note database is not updated automatically
