Symptoms
Users are not able to import journals using the spreadsheet journal upload jrnl1_ws. They are encountering error -"Errored : Speed Type Configured for General Ledger. Ensure Accounting Tag unchecked at SpreadSheet Journal Import Setup." Accounting tag check box is unchecked in the setup.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In the Setup Uncheck "Accounting Tag"
2. Create Journal in JRNL1_WS
3. Paste data into the lines section of the journal
4. Click Import Now
