Error 'URL Catalog Entry "_CG" Not Found' When Applicants Try to Attach a Cover Letter (Doc ID 2518723.1)

Symptoms

When applying for job through the Careers page, applicants are receiving the below error when they click on 'Attach Cover Letter' button:

URL Catalog entry "_CG" not found.
HRS_CG_APPLY_FL.GBL.HRS_CE_WRK.HRS_COV_OPT_PB.FieldChange PCPC:1807 Statement:20
The URL catalog entry specified in the first parameter of ViewURL() was not found.


The issue can be reproduced at will with the following steps:
1. Navigate to Main Menu > Careers
2. Apply for a job
3. On Resume step, click on Attach Cover Letter button
4. Note the above error is returned
