E-QR/NV: Query To Excel Shows No Data OR Excel Cannot Open the File Because the File Format or File Extension is not Valid (Doc ID 2522750.1)

Information in this document applies to any platform.
This behavior will occur when an upgrade is performed and a new Tools release is copied over an existing Tools release. Always copy into a new $PS_HOME and NOT into an existing $PS_HOME.

Goal

Query to Excel shows no Data.

When you try to run a query using Query Manager or Query Viewer and select "Run to Excel' the results are blank, same issue running the query from Edit-Run-Download to excel.
If you select 'Run to HTML' or 'Run to XML' the process works and the results are there but the same query is blank for Excel.

The user may experience the following error as well:

Excel cannot open the file because the file format or file extension is not valid. Verify that the file has not been corrupted and that the file extension matches the format of the file.
