Pushback Button Not Available In Requisition Approval (Doc ID 2523938.1)

Workflow Push Back is not working for Requisition. When I do a push back on a requisition, nothing happens

Steps to reproduce the issue:

1. Create an ePro Requisition and route for approval
2. Approve up to last approver and try to push back. System allows pushback
3. Approve requisition; then create, approve, budget check and dispatch the PO.
4. Create a change order and approve up to the last approver. Pushback button is grayed out and cannot be selected.
