EAP: Attachment Error When File Name Is Too Long For Vouchers, Payment Requests, and Requisitions

Symptoms
The system should return an error message that the file name is too long for a file that needs to be attached
Steps:
1. Add a new Voucher or Payment Request
2. Click Attachments hyperlink
3. Attach a file that is more than 60 chars long
4. The file will not be attached but no errors are displayed
Error:
From App Server Log for Payment Request
CheckFileNameLength (error): specified user file name, "XXXXXXXXXXXXXX.XXX", is too long and must be less than 65 characters.
