EAP: Attachment Error When File Name Is Too Long For Vouchers, Payment Requests, and Requisitions (Doc ID 2526659.1)

Symptoms

The system should return an error message that the file name is too long for a file that needs to be attached

Steps:
1.  Add a new Voucher or Payment Request
2.  Click Attachments hyperlink
3.  Attach a file that is more than 60 chars long
4.  The file will not be attached but no errors are displayed

Error:
From App Server Log for Payment Request
CheckFileNameLength (error): specified user file name, "XXXXXXXXXXXXXX.XXX", is too long and must be less than 65 characters.
