ETL9.x: When Loading PPA PSPLDTL2 Loads Time And Labor Set As Per DUR, Not As Per Pay Period

Symptoms
It appears when trying to load Prior Period time for over 1 year or more using on-cycle each DUR loaded from the prior period is being loaded individually on the payline.
Steps to Recreate:
1. TL_INSTALLATON table is set with Prior Period paygroup selected; # mos to process is set at 36.
2. Make corrections to prior period data (by changing the paygroup) that was never been paid or was entered on wrong empl_rcd.
3. Run time Admin
4. Approve the Time
5. Load Time to Payroll
6. Check payline and all prior period DURs for the employee are loaded individually instead of being summed on the payline
