Transaction Management Process SCC_SL_SMSET Fails With ORA-00054: Resource Busy

Symptoms
On : 9.2 version, Prospect/Admissions Data Load
After an instance of SCC_SL_SMSET is cancelled due to very long run times for large data sets when using certain search-match rules, subsequent instances of the process all fail with the following error:

SQL error. Stmt #: 3086 Error Position: 22 Return: 54 - ORA-00054: resource busy and acquire with NOWAIT specified or timeout expired
Failed SQL stmt: TRUNCATE TABLE SYSADM.PS_SCC_SLSM1_TMP4
After about 2 hours, new submitted instances of the process no longer encounter the error and run successfully.
DBA reports that there are no blocking locks and the PS_SCC_SLSM1_TMP4 table is empty. DBA also added that TMP1-4 tables are not marked as temporary tables. There looks to be only one temporary table: SCC_SLSM1_TMP
STEPS

The issue can be reproduced at will with the following steps:
1. Run SCC_SL_SMSET
2. While still not done, Cancel it.
3. Rerun another instance of SCC_SL_SMSET
