Symptoms
An employee was enrolled last year in FSA Dependent care, however, this year they did not select to be enrolled. When the first pay period of the new Open Enrollment year was run, FSA contributions were deducted.
STEPS

The issue can be reproduced at will with the following steps:
1. Employee is enrolled in Plan Type 61 for Open Enrollment 1/1/2018. Navigation: Benefits > Enroll in Benefits > Spending Accounts
Deductions continue in 2019
