Symptoms
The communications test with the IRS for a new TCC to be used for Affordable Care Act (ACA) reporting was successful. It was verified with the IRS that the TCC had been moved into (P)roduction status and a few hours later, a production file was submitted. It was rejected by the IRS with the following error:

Message Code: MANIFEST-010-01
The value of the Manifest 'TestFileCd' must equal the value stored in the IRS database governing the status of the 'FormsTypeCd'.
STEPS
-----------------------
1. Run Create ACA XML Files for this new TCC (Navigation: Benefits > ACA Annual Processing > Transmittal and Forms > Create ACA XML Files).
2. Transmit the files to the IRS.
