Symptoms
Applicants are somehow able to apply without selecting a Job Opening, even though the 'Apply Without A Job' option is not enabled.
Issue cannot be reproduced at will, however querying the database shows applicant records in PS_HRS_RCMNT with HRS_JOB_OPENING = 0.
Changes
Fix from PUM Image 28, Bug 28122038, has been applied as per Applicants Are Somehow Able To Apply With Out A Job Opening Associated To Their Applications When 'Apply Without A Job' Is Not Enabled (Doc ID 2479590.1)
