Symptoms
ACA XML Replace Transmission files were rejected by the IRS with the following error:

If the Manifest 'OriginalReceiptId' is present, then it must match the 'ReceiptId' of a transmission containing original records (submitted with 'TransmissionTypeCd' "O") that was rejected previously by the IRS.
STEPS
-----------------------
1. Create ACA XML Files as Replace Transmission
2. Submit the files to the IRS.
