After Adding A New Row Level Security, Access Is Not As Expected (Doc ID 2543277.1)

ACTUAL BEHAVIOR
---------------
Due to organizational changes, the customer has need to add some row security for new departments.
HRMS when we create a new row security on an employee in security it is not allowing them access which is expected.

Customer created a new row security, added in the time the depts in tl permission list security.
Ran the portal security sync
Refreshed the sjt_class_all
Refreshed the trans. sjt tables
Refreshed the sjt_opr_cls
And ran the nightly SJT REFRESH process.
 
After these steps, however, the time keepers do not see the data returned from a query of the departments to which they expect access.

The department manager cannot approve pending requests which have been sent as notifications.
However after accessing the Absence Request approval page from the notification they receive the message “No matching values found.”

EXPECTED BEHAVIOR

The time keepers expect to have data returned from a query of the depts they have new access to.
Department manager expects to be able to approve the pending absence request from the notification.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new row security , add in the time the depts in tl permission list security.
2. Ran the portal security sync, Refresh sjt_class_all, Refresh trans. sjt tables refresh sjt_opr_cls and nightly SJT REFRESH PROCESS.
Result:  the users don't have the access expected.
