Symptoms
Fluid dashboard for Time entry is not showing the Report Time tile as expected. For punch time reporters, it is expected to have the In/Out button instead of just the link to the Report Time page.
STEPS

The issue can be reproduced at will with the following steps:
1. Log in as Punch time Reporter and go to the ESS Time tile
