Malformed Pages In PeopleSoft

When logged into the Peoplesoft PIA everything looks as it should until you dive down 2 menu options deep then we are getting ]]> ]]> where the Menu bars for Home/Worlist/Multichanel Console etc and where favorites/Main Menus/ etc (breadcrumbs) are supposed to be. If I press F5 for a refresh it takes the system back to the last known good page. The last page that loaded successfully

STEPS

The issue can be reproduced at will with the following steps:
1. Login
2. drill down 2 menu options deep then we are getting ]]> ]]> where the Menu bars for Home/Worlist/Multichanel Console etc and where favorites/Main Menus/ etc (breadcrumbs) are supposed to be.
