ACTUAL BEHAVIOR

The PROJECT_STATUS_SYNC/PROJECT_STATUS_FULLSYNC integration sends summary/program projects to HCM.
EXPECTED BEHAVIOR
-----------------------
The PROJECT_STATUS_SYNC/PROJECT_STATUS_FULLSYNC should not sent summary project status to HCM
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure PROJECT_STATUS_SYNC/PROJECT_STATUS_FULLSYNC service operations between FSCM and HCM nodes
2. Create a Project as a summary project
3. Notice that the Project status is being sent to HCM. It should not
4. The PROJECTSTATUS_FULL_SYNC is also sending the summary project status information to HR. It should not
