Symptoms

Open Enrollment (OE) events are creating a new effective-dated row for Flexible Spending Account (Plan Type 6x) Plans that have Event rules configured with Pre-Enter and Use History.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  OE Event Rules for FSA Plan types are configured with Ignore Plan.  Navigation:  Setup HCM > Product Related > Automated Benefits > Eligibility and Event Rules > Event Rules
2.  Run OE Schedule to prepare OE.  Navigation:  Benefits >  Manage Automated Enrollment > Events > Run Automated Event Processing
3.  Finalize the Event to see a new row is inserted for FSA Plans.  Navigation:  Benefits > Enroll in Benefits > Spending Accounts
