Symptoms
When attempting to run arupdate in PUM 28, the following error occurs when item has more than 5000 AR distribution lines.

10:16:04.279 SQL Error: ORA-00001: unique constraint (SYSADM.PS_PG_PENDST_TAO5) violated.

The issue can be reproduced at will with the following steps:
1. Create an item with more than 5000 AR distribution lines.
2. Run arupdate.
