EGM/EPC: PC_KK_TO_PC Is Posting Data To PS_PROJ_RESOURCE But Data Is Not Posting To PC_BUD_DETAIL. This is Incorrect

Symptoms
The PC_KK_TO_PC is posting data to the PS_PROJ_RESOURCE table but not posting to the PC_BUD_DETAIL table.
Replication Steps:
- Create a Journal against the Project/Activity that was associated with an award. (Commitment Control > Budget Journals > Enter Budget Journals > Budget Header)
- Post the Budget Journal.
- Run the PC_KK_TO_PC process (Project Costing > Budgeting > Retrieve Commitment Control > Commitment Control)
- Notice that the journal data is populated only in the PS_PROJ_RESOURCE table and not in the PC_BUD_DETAIL table.
The issue is only happening for some projects
