ABMGT: Absence Request Is Not Routed to Proxy After Delegation Is Accepted (Doc ID 2558199.1)

Symptoms

After a user grants delegated authority and the proxy accepts, the HCDL_BATCH job is run. However, when an employee submits an Absence Request the transaction is still routed to the Delegator instead of the Proxy.
Looking at the Proxy's security, the delegation roles were also not assigned, and manually adding them does not resolve the issue.
 

The issue can be reproduced at will with the following steps:
1. Manager Delegates Authority to employee
2. Proxy accepts the delegated authority
3. Delegator's Direct Reports submits Absence Request
4. Note transaction is routed to Delegator instead of Proxy
