Benefits Administration errors for a casual new hire when trying to schedule/prepare the new hire event with the following error message:

ERROR
-----------------------
Message ID: 000327

Valid data from various tables (including Job and Pers_Data_Effdt) could not be found in effect as of the Event Date. There are many possible causes for this. Rows existing at the time of this event may have been subsequently deleted. The Event Date may pre-date all effective-dated rows in critical HR tables. If Multiple Jobs is enabled, this can occur if the primary job for this Benefit Record has its Benefit System flag set to something other than (BA) "Benefits Administration", as of the event date.If not using Multiple Jobs, this can occur if this job's Benefit System flag is not set to (BA) "Benefits Administration" as of the event date. This message can be ignored if this event is the result of changing the Benefit System flag from "Benefits Administration" to "Base Benefits".(MSGData1: Event Dt, MSGData2: Event Effseq, MSGData3: BAS Action Source)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Hire a new employee.  Navigation: Workforce Administration > Job Information >Job > Job Data
2. Process the HIR event.  Navigation: Benefits > Manage Automated Enrollment > Events > On Demand Event Maintenance
