'No Actions' Available When Managers Attempt to Perform Tasks for Dotted Line Reports (Doc ID 2561374.1)

Symptoms

After configuring the dotted line relationships in the system, the dotted line manager see "No Actions" available when selecting the related actions menu from the dotted line report's profile.


The issue can be reproduced at will with the following steps:
1. Navigate to Employee Self Service homepage > Company Directory tile
2. Click the View My Profile link and go to Manage Dotted Line page
3. Click Add Dotted Line Report button and add employee as Dotted Line Report
4. After request is approved, go back to Manage Dotted Line and note employee is listed as a dotted line report
5. Drill into employee to view Profile
6. On Fluid Header, select Related Actions Menu, and note there are "No Actions" available
