Issue:

When created the BIP report "Report YEA Ins and Spous JPN", below issues were encountered;

Issue1: The report title shows "The 30 year of the Heisei era" (2018) even if entering 2019 in the Object Year on the Report Request Parameters.
        This should be shown like "The 31 year of the Heisei era"
Issue2: The name of Prefecture does not show on the report, and prefecture code shows on the report.
