Questions about Common Paymaster

1. Does the common paymaster only look at Federal taxes (FICA and FUTA) and not state-level taxes (like SUTA/SDI)?

2. What is the expected behavior when you enter the effective date? Does it look back to 1/1 and considering the year to date wages, even if you choose a 7/1 date, for example?
