ETL9.2 - Time Admin Deleting All Header Rows From PS_TL_APP_PAY_XFR, Causes Various Approval Errors (Doc ID 2582014.1)

Time Admin (TL_TIMEADMIN) is deleting all of the rows in the PS_TL_APP_PAY_XFR table with field RECNAME = "TL_APP_PAY_HDR". This means all of the header records are missing from the payable time approvals. When this happens, users are not able to approve payable time or see current/historical transactions in the Approval Monitor for TLPayableTime. The managers get an error if they try to approve the transactions with missing header records.

The issue can be reproduced at will by doing the following:
The issue can be reproduced at will with the following steps:
1. Submit time
2. Run Time Admin
3. Check Payable Time approvals - action can be taken for now. Approve some of the rows but not all.
4. Update the reported time (change a few hours, for example), then run Time Admin again
5. Check table and see that header records have been deleted.
6. Try to approve the time and get the error.
