Financial Aid Fluid Goes Into a Refresh/Reload/Redirect Loop

Symptoms
When navigating to the Financial Aid home page in FLUID, the page does not load for the student. It seems to be stuck in a loop where it keeps refreshing or trying to redirect to another page.
The issue doesn't happen in every case, but just some. Also, the same student may be able to view the page for some aid years, but not others.
The issue can be reproduced with the following steps:
- As the student, login to the Student Homepage with the Financial Aid tile.
- Click on the Financial Aid tile and choose the Aid Year (if presented with the Aid Year selection page, and the issue hasn't already started at this point).
- Note the page starts flashing continuously and not opening.
