Symptoms
When running Financial Aid Term build, some students are not building with the same Academic Program and Academic plan across terms in the aid year. For example: in the fall term, FA term builds with the program/plan the students are registered under, which are under career number 0. However, in the spring term the students are getting built based on a source of 'program' since they are not yet registered, and in these cases the programs/plans used are under the higher career number 1.
