EAP: Voucher Build Process Does Not Validate Control Group Assignment To User (Doc ID 2591287.1)

Voucher Build process does not validate Control Group Assignment

Steps:
1. Create a control group with status Assigned and assign it to a User
2. Load the voucher with same control group information using excel upload voucher but give different user while logging in.
3. Run voucher build process from a different user.
     --Voucher Build process does not validate Control Group Assigned To user and created voucher for the same control group but user who runs the voucher build.

There should be a validation to check which user loading the voucher with control group in the system.
