Employees Are Missing From PS_HR_EEO1_PAYDATA And/Or EEO-1 Component 2 CSV Report

Goal
When reviewing the employees per company in the EEO1 Pay Data table, PS_HR_EEO1_PAYDATA, to the total number of employees reported, TOTALEMPLOYEES (column R), in the csv file generated, it was found that employees are missing.
Employees with no pay data are excluded from the staging table, and employees with no reported hours are excluded from the report. Is that as expected?
