When attempting to run a BI publisher process it fails with the following error in the stderr file

The issue can be reproduced at with the following steps:

1. Navigate to Reporting Tools > BI publisher > Query Report Scheduler.

2. Add a new runcontrol ID.

3. Select the report name.

4. Click on run.
