Timesheet Routing Approvals To Supervisors Who Are On Leave Of Absence (LOA)

After upgrade to PUM 28  seeing a new bug where the timesheets are routing approvals to supervisors who are on LOA, instead of skipping them and routing to next approver.


EXPECTED BEHAVIOR

When manager is on LOA time approval should be routed to next level approver

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Manager is on leave of absence (LOA)
2) Time reporter submits time on timesheet
3) Approval get routed to the approver who is on LOA and not to next level manager
4) It worked correctly prior to pum 28 that is if manager was on LOA approval was routed to next level manager
